Why bacteria spike after rain
When rain falls on developed land, it does not soak in. It runs off streets, lawns, farm fields, and parking lots and drains straight into the nearest water, carrying whatever it picked up: pet and wildlife waste, goose droppings, fertilizer, and street grime. In many older cities a hard rain also overwhelms the sewer system, so combined storm-and-sewage overflows discharge into rivers and harbors. Rising water tables push failing septic systems to leak, too.
The result is a pulse of fecal bacteria, measured as E. coli in fresh water and enterococci at the coast, that arrives hours after the rain and can stay elevated for a day to three days while it disperses and dies off. Studies of stormwater consistently find the highest bacteria counts in the 24 to 72 hours after a significant rain. That is exactly the window when the water looks perfectly normal and the last official sample, taken before the storm, still says it was clean.
The roughly one-inch rule SwimZone uses
Sampling lags reality, so the daily read treats recent rain as a spike proxy between samples. When the trailing rainfall over the runoff window passes about one inch, SwimZone treats an otherwise clear bacteria read as unreliable and downgrades the water to Use caution. The exact threshold in the model is:
25 mm (about 1 inch) of trailing rainfall makes a clear sample untrustworthy, because runoff is the dominant driver of post-rain bacteria spikes.
This is deliberately a floor, not a blend. A beach can have a below-limit lab result and still read caution purely because an inch of rain has fallen since that sample was taken. The read never averages a good number against a bad one; the worse signal wins, because swim safety is a floor. That logic is set out in full in the methodology.
Fresh water versus the coast
The rain effect is real in both, but the details differ, and so does the usual advice.
- Fresh water (lakes, ponds, rivers). Runoff pours in from the whole watershed and, in a river or small lake, has nowhere to go quickly. E. coli is the indicator here. A common rule of thumb is to wait at least 24 hours after heavy rain before swimming, longer for rivers that stay swollen and murky.
- Marine and Great Lakes beaches. Enterococci is the indicator in salt water. Storm drains and combined-sewer overflows discharge onto the coast, and many health departments recommend staying out of the ocean for 48 to 72 hours after a significant rain, particularly near storm-drain outfalls and harbors. Tides and currents spread the plume unevenly along the shore.
